Why wont my steam mods download

I recently resinstalled RW I can see that I am still subscribed to mods in the workshop but they will not download or will not show up in my mod list not sure which is the problem. Make sure Steam is in online mode when you play, the game isn't setup for using workshop mods offline. Sometimes it works right away, sometimes you have to wait a bit or restart Steam for it to recreate the file.
